Yellow smoke billowing from a green tank car was an unpleasant contrast to the otherwise quiet, Corpus Christi morning. The yellow dust represents an airborne hazard - chlorine - a chemical that can be toxic in very high concentrations.

Looking like astronauts from the future, two first responders in neon yellow cam suits watched, while two other responders checked valves and fittings on top of the leaking tanker.

Yards Away Incident Commander Tony Perez, battalion chief of the Corpus Christi Fire Department, relayed the situation via cell phone to Union Pacific Field Hazmat Manager Joshua Carrillo.

"I told Josh that my guys are worried about releasing pressure," Perez said. Perez said their next step is to break the "C-Kit" used to contain the tank car's letters.

"Josh said to think back to our basic skills," Perez said. "When you're in that situation you can get tunnel vision. He told us to check the valves again."

Sure enough, after another test of the primary valves, first responders found the culprit and stopped the leak, which wasn't a leak at all, but just colored smoke to help teach the lesson.

First Arriving Decisions

For Perez and his fellow first responders, this full-scale exercise that took place the first week of February is as real as it gets. All the moving parts were in place – fire, police, medical units – with more than 200 first responders all receiving hands-on training on how to safely react to a hazardous materials emergency.

Much of the training focused on rail operations, said Carrillo, who helped organize the second annual training event. "The Bay Area around Corpus Christi is growing rapidly," he said. "This is the largest chemical production and oil exporting region in the country, and rail plays a major role in transporting these goods."

The four-day training, which took place at a dewatering plant, included a thorough explanation of the anatomy of a railway tank car: its valves, fittings and protective housings. "Thanks to our operations department, responders also got hands-on experience with a working locomotive," Carrillo said. "In addition to learning how to stop it in the event of a fire, they also gained a new understanding of what large locomotives are like, and the best way to approach them."

The first three days of training culminated in a hazmat emergency response exercise on the final day. Battalion Chief Perez said the experience was invaluable.

"We consider these situations to be low frequency and high risk," he said. "These are once-in-a-career types of calls, but we hope to respond and not hurt anyone. The truth is, these situations never happen, and the only time we can experience them is through this type of training. We put responders in high-pressure situations and force them to make decisions. All in all, I was happy with how well it went."

So was Carrillo. A former Air Force firefighter and policeman, he worked as a railroad switchman, brakeman and engineer before serving as a hazmat manager four years ago. Stationed in San Antonio, he works with first responders in a wide area.

"We have a four-pronged mission: prevention, preparedness, response and recovery," he said. "It's part of the preparation, and you can never have enough."

Firefighters must climb inside the locomotive and watch from the engineer's seat Thursday afternoon on a specially equipped "safety train" for emergency response training purposes.

Firefighters from Hoover, Springville and Peel City moved to the railroad's tanker car center, adapted for training purposes. It was part of a three-day safety training session that Norfolk Southern Corporation offered to field rescue workers and firefighters at Norris Yard in Erode this week. Norfolk Southern operates trains through 22 states.

"It's a great opportunity to get our hands on some railroad equipment," said Peel City Fire Captain Andrew Minyard. "Norfolk Southern goes through our city. We have about 15 railroad crossings within the city limits."

At least two trains have derailed within the city limits in the past few years, he said. "Everything we learned today will help us," he said.

On Friday, firefighters from Birmingham and Ernd took part in a mock train to learn how to better handle a train emergency.

Last year, at least 1,164 trains derailed across the country, according to data from the Feeder Railway Authority.

While California Fires Rage, The Rich Hire Private Firefighters

The Feb. 3 derailment of a 38-car train in East Austin, Ohio, spewing toxic fumes into the air and burning hazardous materials, drew national attention to the issue of rail safety.

In Alabama, a locomotive and 11 train cars derailed in Jasper on April 8, briefly injuring two crew members. The locomotive rolled on its side, spewing diesel fuel and engine oil. The two injured crew members were briefly trapped in the engine room.

Both the Ohio and Obama incidents involved Norfolk Southern trains, but derailments are relatively rare, said Connor Spellmaker, senior communications manager for Norfolk Southern.

"Railway accidents are very rare, especially extreme situations," Spellmaker said. "But, when they do happen, we want to have those connections. We want the fire department to have some understanding of what they're dealing with and what they're dealing with, and to know the tools that are available.
