Iran's IRNA agency reported that the Bahamian-flagged Richmond Voyager collided with an Iranian submarine in international waters near Oman, injuring five crew members.

Meanwhile, the US military said on Wednesday it had foiled two attempts by the Iranian military to seize commercial tankers in international waters off Oman, including an incident in which the Iranians fired on the tanker.

Tehran has stepped up operations against oil tankers in the region after the United States tightened sanctions on Iran's oil exporters and other sectors of the economy.

The Iranians attempted to capture the Marshall Islands-flagged TRF Moss and hours later the Bahamas-flagged Richmond Voyager, both of which escaped after a US destroyer appeared, US Central Command said.

It said an Iranian warship approached TRF Moss in the Gulf of Oman at 01:00 on Wednesday.

"The Iranian submarine left when the US Navy destroyer USS McFaul arrived," he said.

About three hours later, the US Navy received a distress signal from the Richmond Voyager, which was more than 20 kilometers (32 mi) off the coast of Muscat.

According to Central Command, before the arrival of the USS McFaul, the Iranian crew fired on the crew with small arms and ammunition.

Several shots hit the top of the tank, but there were no casualties or serious damage.

Iran's central leadership said that since 2021, Iran had "harassed, attacked or seized" about 20 commercial vessels flying international flags, "threatening maritime security and the global economy".

The suspension of U.S. sanctions aimed at reducing exports from Iran led to the U.S. seizing Iranian-controlled oil tankers and exporting crude oil to other countries.

But the takeover comes as the United States tries to engage Tehran on other issues that divide them, the biggest of which is restoring the 2015 deal under which Iran agreed to curb its nuclear program.

Oman recently began indirect talks between the two sides, which are believed to focus on the release of Americans imprisoned by Iran.

In another incident, Iranian military helicopters landed on the Marshall Islands-flagged Advantage Sweet oil tanker in the Gulf of Oman.

In 2019, the British-flagged Stena Impero oil tanker was seized by Iran's Revolutionary Guard after colliding with a fishing vessel in the Strait of Hormuz and released two months later.

In 2021, Iran released a South Korean oil tanker it had held for months amid a dispute over billions of dollars seized by Seoul.

And in May 2022, Iran detained two Greek tankers after a Russian-flagged tanker carrying Iranian oil was seized off Athens last month. Both ships were released in November.

Russian terrorist leader Yevgeny Prigozhin released a video on Wednesday of himself welcoming militants in Belarus, telling them to get out of the war in Ukraine for now, but urging them to mobilize their forces in Africa.

West keyed the Wagner Rebellion in a 23-24 loss. June as a crisis of President Vladimir Putin's leadership, which shows the weakness of the 70-year-old head of the Kremlin and the military crisis in Ukraine in relation to Russia.

The footage, released by his Telegraph group, is the first video evidence of Prigozhin's whereabouts since the night of the riots.

In the video, which Reuters could not confirm, a man whose Russian voice sounded like Prigozhin greets the men. His press published a video on the Telegraph.

"We fought honestly," Prigozhin said. "You have done a lot in Russia. What is happening at the front is a disgrace in which we must not interfere."

Putin initially said he would crush the uprising, comparing it to the wartime chaos that led to the 1917 revolution, but hours later a deal was struck to allow Prigozhin and some of his soldiers to enter Belarus.

As Prygozh was last seen leaving the Russian city of Rostov on June 24, his fate remains unclear after Putin branded him a traitor. It is also unclear what Wagner will do, who, according to Prigozhin, had 25,000 men.

The video was shot at night, although it was possible to see what Prigozhin and the group of men looked like in profile.

After a deal was struck to end the rebellion, the Kremlin tried to broker peace, led by Putin in a series of meetings, meeting crowds of people in Dagestan and discussing the proliferation of computers and artificial intelligence.

Russian officials reject the Western interpretation of the unrest, saying the West should not worry about such "scratches".

In a video released Wednesday, Prigozhin received a black Wagner flag from southern Russia at his camp, emblazoned with the words "Blood, Honor, Fatherland, Courage."

Belarus said last week that Wagner fighter jets were leading its troops to a military base southeast of Minsk.

In the video, Prigozhin says that his people must do good to the community and tells them to train the Belarusian army and gather strength for "a new journey to Africa."

"And maybe we will return to SVO one day, when we are sure that we do not need to disgrace ourselves," Prigozhin said.

Wagner was founded by Prigozhin and Dmitry Utkin, the former head of Russia's GRU military intelligence unit, so that Russia could participate unchallenged in the war in countries such as Syria, Libya and Mali.

The Wagner helped Russia conquer Crimea in 2014, fought ISIS terrorists in Syria, which operates in the Central African Republic and Mali, and earlier this year took the Ukrainian city of Bakhmut from Russia with heavy losses on both sides.

Prigozhin stated that he was not rebelling to overthrow Putin, but to cooperate with Defense Minister Sergei Shoigu and Chief of the General Staff Valery Gerasimov.

"This is not the end. This is only the beginning of the biggest project in the world, which will take place soon," Utkin said in Russian.

Ukraine is establishing a temporary export route to store food grains after Russia pulled out of an agreement that allowed Ukrainian exports via the UN-guarded Black Sea route, Kyiv said on Wednesday.

More Ships With Grain Depart Ukraine Ports Under Un Deal

Russia attacked Ukraine's Black Sea port of Odesa for a second night in a row on Tuesday after reneging on an agreement reached on Monday under which Moscow withdrew guarantees of safe shipping.

In a letter to the International Maritime Organization (IMO) dated July 18, Ukraine announced on Wednesday that it "decided to establish a temporary sea route."

"The goal is to support the liberation of international shipping in the northwestern part of the Black Sea," the Minister of Communities, Regions and Infrastructure Development of Ukraine, Vasyl Shkurakov, said in the letter.

In the letter, Ukraine added that it will establish shipping channels in the waters around Chornomorsk, Odesa and Southern, Ukrainian ports in three corridors leading to rural areas of Romania and the maritime economic sector.

Ukrainian President Volodymyr Zelenskyi has said that the Black Sea grain deal can continue without interference from Russia, and that Ukraine is looking for ways to use it to save food.

On Tuesday, the UN said that "several proposals will be announced" regarding the entry of Ukrainian and Russian seeds and fertilizers into the international market.

In a letter to the IMO, Ukraine added that it had developed a "procedure" for the return of "guarantees" against losses to charterers, shipowners and "owners of ships caused by the aggression of the Russian Federation."

It is noted that this is provided for when commercial vessels are in Ukrainian territorial waters or when such vessels are heading to or from coastal ports to carry cargo.
